Yep, in reality both the old and new feature bans apply. Its just that for most post 9/13/94 manufactured firearms out side of semi auto shotguns and semiautomatic detachable magazine rimfire rifles, the old feature ban won't apply. Reason for that is generally most people will hit the feature ban (from the new law's one evil feature) with the pistol grip/thumbhole stock and or a flash hider on centerfire semiautomatic detachable magazine rifles, and with a threaded barrel on a handgun (if those firearms were manufactured after 9/13/94). For post 9/13/94 manufactured semi auto shotguns what will get you into AW territory with the old feature ban law is having a pistol grip and an extension tube so the shotgun magazine can hold more than 5 rounds.About the only way for a post 9/13/94 manufactured semiautomatic Mini-14 to get tagged by the old law as an AW, if it gets past new feature ban, is to have a treaded barrel and a bayo lug. Chances of having both are rare but if your Mini-s barrel is threaded then one should keep that in mind if you don't have a muzzle brake pinned to it. Of course none of this matters if you have a preban Mini-14.Edit to add: Where I could see the old law biting someone in the ass is if they had an Ares SCR or similar semiautomatic detachable magazine centerfire rifle where you could put an AR-15 upper on it that has a threaded barrel that doesn't have a muzzle brake/compensator pinned to it and which has a bayonet lug.
If one only read the new laws they'd think that they could have a bayo lug and threaded barrel. Techincally under the new laws they would have created an AW with such an upper. Yes as does mine.
Most people who haven't taken the time to read the new law(s) don't really understand the new AWB. If they read what general information DESPP has posted they still won't understand that in certain rare circumstances they could unknowingly have or create an AW because both the old law's two evil feature ban still applies in addition to the new law's one evil feature ban.The dopes who added the line I quoted above to the 6/18/14 law (with PA 220) probably didn't understand that they were creating even more confusion with the law just so they could reban rimfires. They probably did, they just didn't care. As we know, the new law was intended to ban everything that was banned before plus more. Since they didn't know what their words actually meant, they inadvertently made rimfires exempt from the feature count. I personally think that was snuck in by someone on our side to throw us a bone, butI'm not sure.
Thanks to everyone getting all excited and buying.22s with features, the legislators lost their minds and instead of taking time to understand what they wrote, they just threw your quoted line in there as a lazy way to make sure anything banned before is banned now.
